Our background

CMS is dedicated to helping States provide quality care to individuals in the most appropriate, least restrictive settings. CMS is pleased to offer its state partners new opportunities under the Balancing Incentive Program, authorized by Section 10202 of the Patient Protection and Affordable Care Act of 2010 (Pub. L. 111-148).

To that end, CMS has contracted with Acumen, LLC and its partner, Mission Analytics Group, to help States pursue this opportunity. Mission Analytics Group has project experience with many aspects that intersect with the Program, including home and community-based services (HCBS) programs, Aging and Disability Resource Centers (ADRCs), and Preadmission Screening and Resident Review (PASRR).
